초록
The command and control system is most important to prevent nuclear weapons from being used in various unexpected situations or for other political or military purposes. The key to command and control over nuclear weapons is to ensure that the weapons operate normally when the supreme leader gives the order, and that they are never operated without authorized orders. The former is called positive control, and the latter is called negative control. From the beginning of their development of nuclear weapons, socialist countries China and North Korea established a strong ‘assertive nuclear command and control system’ in which the ruling party and top leader solely possessed the right to use nuclear weapons. In addition, both countries appear to be introducing several alternative methods to ensure exclusive control of the party and leader even in the case of tactical nuclear missiles or submarine-launched ballistic missiles, where assertive command and control is difficult to implement. It is analyzed that China and North Korea’s maintenance of assertive nuclear command and control systems is due to the purpose of maintaining a solid party-military relationship in the socialist system and the security situation in which the urgency of using nuclear weapons has not yet increased.
