영농형 태양광 주민 수용성 강화를 위한 제도 개선 방안에 대한 탐색적 연구

초록

This study aims to identify ways to improve resident acceptance of agrivoltaics power systems. Through a literature review and interviews with stakeholders involved in planned or pilot agrivoltaics projects, key acceptance issues were analyzed and institutional improvement measures proposed. The findings suggest that low acceptance is mainly due to limited information and participation during the planning stage. To address this, a deliberative process ensuring resident involvement and communication should be introduced early in project development. Additionally, a separate permit system for agrivoltaics should be established, along with revisions to the Farmland Act and financial support mechanisms to ensure project profitability for farmers.
