지역경찰의 자원근무에 영향을 미치는 요인에 관한 연구

초록
This study addresses the ongoing issue of personnel shortages in community police divisions and police boxes in South Korea, highlighting the need for this research. In response to staffing gaps, the Korean National Police Agency has institutionalized voluntary overtime shifts, where officers are assigned to work beyond their scheduled hours. This policy aims to mitigate the effects of personnel shortages. The study employs a generalized linear mixed model(GLMM) to analyze data, distinguishing between day and night overtime shifts and using a two-level structure of communities as environmental factors and police stations as organizational factors. Independent t-tests and two-way ANOVA show that voluntary overtime shifts are more common at community police divisions and in higher-grade police stations. The analysis reveals that the levels of 112 emergency calls significantly increase the likelihood of voluntary overtime shifts, but station-level factors have a stronger influence. This suggests that the organizational factors of the station play a more significant role in shaping outcomes than external environmental factors. Random effects indicate considerable variation between stations, suggesting that unobserved factors also influence the likelihood of voluntary overtime shifts. Since voluntary overtime shifts extend officers' hours and increase job stress, the findings carry important policy implications for staffing allocation and the redesign of voluntary overtime shift guidelines in community police institutions.
