지방정부 보훈복지정책 현황과 개선과제: 서울시 사례를 중심으로

This study investigates the current status of veterans’ welfare policies in Seoul and proposes improvement strategies to address service blind spots and enhance support for veterans. A three- round Delphi survey with policy experts was conducted, and policy priorities were identified using the Analytic Hierarchy Process (AHP). The findings indicate that expanding medical support for elderly and disabled veterans is the most urgent need, due to limited access to care and overreliance on a single veterans’ hospital. Housing assistance for low-income veterans and the provision of daily living support services also emerged as high-priority tasks. The study highlights the importance of expanding access to local medical institutions and ensuring more equitable support across veteran groups. These results provide practical implications for local governments seeking to develop more inclusive and responsive veterans’ welfare policies.
