지방정부 민간위탁의 효율성, 효과성, 그리고 능률성에 영향을 미치는 요인에 관한 연구

초록

This study aims to identify the key factors influencing the efficiency, effectiveness, and productivity of contracting-out systems in the context of local government service delivery, and to propose practical policy improvements. Amid the growing emphasis on New Public Management (NPM), contracting-out has emerged as a core strategy for local governments to reduce costs while improving service quality. Employing a qualitative approach, the study conducted in-depth interviews with ten practitioners, including public officials and staff from entrusted organizations. Thematic analysis revealed that institutional expertise, mutual trust and cooperation between contracting and entrusted parties, autonomy of service providers, and performance-based management systems were critical success factors. Conversely, overreliance on quantitative evaluation metrics, ambiguous administrative roles, and rigid budgeting structures were identified as areas in need of improvement. The study also found that incorporating qualitative performance indicators, clarifying contractual agreements, establishing horizontal governance structures, and institutionalizing citizen participation mechanisms have significant positive effects on the overall performance of contracting-out practices. Based on these findings, the study provides actionable policy recommendations to strengthen the institutional foundation of contracting-out systems and enhance their long-term viability in the public sector.
