초록
This study aims to critically examine the essential meaning of school safety policies implemented by governments during the COVID-19 era from a Foucauldian perspective. To do so, we first briefly discuss the meaning of the concepts of governance, population, and safety presented in Foucault’s Security, Territory, and Population. Then, by reviewing the COVID-19-related press releases distributed by the Ministry of Education from 2020 to 2020, we examined the changes in the school attendance policy and childhood vaccination policy, which were representative examples of school safety policies at that time. Finally, we found that the school attendance policy and the childhood vaccination policy were implemented for efficient population management to develop children and adolescents into future contributors to national wealth creation and that quantified data on COVID-19 was used as a means to induce them to participate in the government’s school safety policy voluntarily. This study not only presents the meaning of school safety policies from a new perspective, but also calls for further research on Foucault’s concepts of governance, population, and safety, which have been under-researched in the field of education in Korea.
