The Structure and Limitations of Relational Crimes Escalating into Homicide: From Private Conflict to Public Crisis

In the first half of 2025, South Korea witnessed a series of relational crimes that escalated into homicide, despite victims’ repeated pleas for protection. Fatal cases in Dongtan, Incheon, Andong, and Daegu revealed the failure of institutional mechanisms such as arrest warrants, restraining orders, and protective measures, underscoring that relational crime is not a private dispute but a form of structural violence marked by repetition and escalation. This study analyzes four cases through case studies and media content analysis to examine institutional shortcomings and structural characteristics of relational crime. The findings show that limited enforcement capacity and delayed interventions contributed to lethal outcomes. In August 2025, the Korean National Police announced comprehensive countermeasures, including an automatic reporting app, an AI-based risk assessment platform, electronic monitoring, and intensified patrols. While these measures signal institutional responsiveness, their effectiveness in ensuring victim protection and preventing recidivism remains uncertain. This study highlights institutional gaps while evaluating the potential and limits of technology-driven responses, ultimately raising critical questions for research and policy: Can AI reliably predict risks, can automatic reporting serve as a genuine safety net, and what systemic changes are needed for victims’ voices to gain real power within the institutional framework?
