노인맞춤돌봄서비스 고도화 시범 사업 운영에 대한 사회복지사의 현장 경험과 제도 개선 방향

초록

The purpose of this study is to examine the field experiences of social workers in the operational process of the advanced pilot project for Individualized Support Services for older adults, and to identify key challenges and policy implications. Using a qualitative research method, focus group interviews were conducted with ten social workers implementing the pilot project, and key findings were identified through thematic analysis. The results show that participants positively evaluated the pilot project's efforts to address the limitations of existing services and reduce care blind spots. However, low satisfaction among users and providers was due to the co-payment structure, limited-service accessibility, and heavy administrative burdens. Second, structural issues were identified, such as inadequate personnel management and training systems, regional resource disparities, and limited cooperation from local governments. Third, the findings highlight the need for field-centered implementation strategies, stronger cooperation and improved workforce conditions to ensure service sustainability. Based on these findings, this study offers implications for policy improvements and practice.
