초록
Fingerprints are characterized by universal immobility and endogenous immobility, and are representative biological clues that can confirm an i ndividual's identity. Edward Henry and Francis Galton of the United Kin gdom, Juan Vechetich of Argentina, and Gustav Roscher, head of the in vestigation department of the Hamburg Police Agency in Germany, have contributed a lot to systematic fingerprint classification methods from modern to modern times. Through this, it also helped establish fingerpri nting as a field of legal science. Until at least around 1985, when DNA evidence analysis methods were used in scientific investigations, the au thority and role of fingerprinting were great. In this century, fingerprints have become central to crime scene investigations. It is a widely known fact that fingerprints are accurate pers onal identification and is recognized as a scientific investigation method. Criminal law enforcement agencies (autonomous/state/federal/national/nat ional police or law enforcement agencies) in advanced countries operate an automatic fingerprint identification system(AFIS) to carry out effecti ve criminal investigation activities. Cooperation and cooperation between national criminal justice agencie s are essential for the discovery of substantive truths in criminal cases and the realization of criminal justice. Regardless of the size and volum e of the case, it is very important for the parties to the case, such as the victim, to resolve and prove individual criminal cases. Therefore, it is necessary to positively review the interoperability of the automatic fi ngerprint identification system(AFIS) operated by the National Police A gency for efficient, rapid and scientific investigation. The role of finger printing for legal science and scientific investigation, legal basis for do mestic fingerprint data management. The goal is to increase the speed and efficiency of criminal investiga tions, enhance the scientific investigation capabilities of investigative ag encies, and reduce the possibility of human rights violations against cas e officials by improving access and searchability to automatic fingerprin t identification system(AFIS) (National Police Agency). As criminal justice agencies, the prosecution and the police are members of governance to practice the ideology of "realization of justice, dis covery of substantive truth, and compliance with due process," which is the common purpose of investigation procedures. The fingerprint evaluation department of the Supreme Prosecutors' Office shall designate and authorize a person in charge to access the automatic fingerprint identification system(AFIS) of the National Police Agency, and install a Lives canner to access fingerprint information to share fingerprint information. Therefore, it is necessary to consider ways to actively use them in the investigation process, such as identification procedures and interrogation of suspects. Although Korea's "relationship between prosecutors and police" is unu sual, it is desirable to have a sharing system (proper governance) that can quickly search and check (potential) fingerprint data, a clue to individual identification, under an automated system.
