This paper aims to find out the contents and methods of printing and distributing books published by the government office during the reign of King Yeongjo (英祖, r. 1724-1776), who is well known as a scholar-monarch, and to understand the full extent of King Yeongjo's policy of book publication based on the results. Books that reflected King Yeongjo's determination to promote his policies were mainly focused on teaching subjects and people as kings, proclaiming political justifications, or explaining the state system, and they were widely published in the middle and late years of his reign. On the other hand, books such as scriptures, history books, and anthologies which did not reflect his political purposes were often published simply to meet demand. However, even in the latter case, King Yeongjo clearly expressed his intention to compile books in a preface he wrote himself. Depending on the characteristics of a given book, one of the two most suitable means of printing, namely woodblocks and moveable type, was adopted. Woodblocks were used when the long-term preservation or continuous printing of the same text was required, for which the main places of publication were the Gyoseogwan (校書館) of the central government and the Gamyeong (監營) of each province. In contrast, moveable type was used only by the central government, and in some cases, means of republishing and translating a book or text into Korean were used to widely disseminate central government publications to the provinces. King Yeongjo also directly designated the intended readership of a completed book, delivered the book to the relevant government offices or officials, and had it preserved permanently in the Sago (史庫, the official archive of history books). Measures were also taken to allow widespread private printing with woodblocks that were once used for printing. The book publication project, which was carried out using national capabilities and effective printing techniques in accordance with King Yeongjo's will, was inherited by the policy of distributing Eojeongseo (御定書), Myeongchanseo (命撰書), and Yuneum (綸音) during his reign (正祖).
