은퇴선수 진로지원 사업의 집행과정에 관한 연구:집행이론과 근거이론을 활용한 패턴 매칭

초록

This study analyzes the implementation process of the career support program for sports players who retire relatively quickly by employing pattern matching in qualitative research, a valuable but less-used approach in the public administration literature. Monitoring policy implementation can be scrutinized more clearly in terms of pattern matching, while the pattern matching approach can be advanced theoretically and methodologically by utilizing implementation theory and grounded theory. By comparing “the predicted pattern” generated through the key theoretical concepts of policy implementation and documentary analysis with “the observed pattern” built through in-depth interviews, grounded theory and text mining analysis, the study investigates whether there are discrepancies between the two patterns. The results reveal that the budget shortage problem led to a decline in the expertise of human resources, limitations in the operation of centers nationwide, and a decrease in the quality of career support programs, ultimately causing dissatisfaction among policy targets. In addition, the feedback process is not working properly due to institutional legacies of the centralized policy process, which requires to improve the operation and quality of the career support program.
