The Function of Local Autonomy Through Doso’s Research Following the Political Power of The Peasant Movement

초록

Doso is a civil administration and military organization that attempted to realize autonomy by allowing the ruled class to participate in local government for the first time and reflect their opinions in administration through vertical separation of power from the central government as the peasant movement became a social and political force. Previous research so far can be categorized into the theory of civil government autonomous institutions and the theory of centralized institutions related to local autonomy functions and activities. Therefore, through analysis of the functions, origins, and formation factors of provincial capitals and provincial capitals, the installation area and distribution of provincial capitals and branch offices, their organization, operation, and activities, etc. For the first time in Korea, farmers, who are the ruled class, participated in local government and implemented self-governance, and as the subject of social order within rural society, it was the first foundation of modern reform and was based on inclusion and support, a unique organization that presented the development potential and milestone toward modern local autonomy. We aim to present the functions, implications, and limitations of local autonomy through research on Doso, which served as an autonomous institution and military organization.
