OTT 자체등급분류제 시행 속 청소년 보호에 대한 연구 : 영국 산업 사례를 중심으로

As the number of OTT service users continues to increase, teenagers, who are the age of the main users, can easily and quickly access a variety of videos. Under these circumstances, the Ministry of Culture, Sports and Tourism introduced its own rating classification system for efficient regulation of content, and unlike the existing method that regulated the video in advance, it was changed to a form of follow-up control when a problem arises under the judgment of the Video Rating Committee. As competition between companies intensifies, self-set ratings become controversial and problems arise in terms of youth protection. This study looks at the case of the UK to supplement the system at the present time, which is two years after the self-rated classification system was implemented. The UK, which occupies the largest share in the European OTT market, has been following the deliberation standards by the British Board of Film Classification (BBFC), a private non-profit organization. In 2021, a youth panel was introduced to reflect the opinions of youth in the rating classification process in accordance with the purpose of protecting the public, especially children, for dangerous content. After looking for values and examples of youth participation in institutions in the history of youth activities in the UK, where the concept of Youth Work is derived, the perception of youth activities in Korea and the current system were analyzed.
