| dc.description.abstract | 본 연구는 주민 수용성 측면에서 영농형 태양광 제도 개선 방안을 도출하는 것을 목적으로 한다. 문헌 연구와 영농형 태양광 사업 추진을 계획하거나 시범사업으로 영농형 태양광을 운영하고 있는 마을 이해관계자들과의 심층 인터뷰를 통해 수용성 관련 쟁점을 분석하고, 제도 개선 방안을 제시하였다. 연구 결과영농형 태양광에 대한 낮은 주민 수용성 문제를 해결하기 위해서는 사업계획 단계에서 주민들이 참여하여충분한 정보와 의사소통이 가능한 숙의형 참여 과정이 보장될 수 있도록 제도 개선이 이루어져 한다는 점을 결론으로 도출하였다. 또한, 사업추진단계에서 영농형 태양광 발전 사업에 대한 별도의 인허가 절차가마련되고, 사업 운영과 관련하여 영농형 태양광 사업의 수익성을 확보할 수 있도록 농지법 개정과 농업인에 대한 금융지원 제도 마련이 필요하다는 점을 제도 개선 방안으로 제시하였다. | - |
