Abstract

Indian Gaming Regulatory Act (IGRA) was passed in order to “promote tribal economic development, tribal self-sufficiency, and strong tribal government” in 1988. Thenceforth 220 Indian tribes have built 360 casinos on their reservations, making $34.6 billion gross gaming revenues in 2019. The dramatic increases in the revenues are supposed to contribute to achieving the original goals set by IGRA. The gigantic amount of earnings, however, led to unexpected conflicts and commotions between not only Indians and whites but also pro-gambling and antigambling Indians. By elaborating the specific agreement of IGRA and making case studies of Indian tribes that have established casinos, this thesis aims to evaluate the effects of IGRA, its contribution to Indian tribes, and its possibility as alternative means of capitalism to Indians.
