| dc.description.abstract | 데이터가 경제 내 가장 중요한 부가가치 생산 원천으로 자리매김하는 현 상황에서 데이터의 효율적 생산과 활용을 위해서는 데이터의 생산, 수집, 결합, 가공 및 거래가 원활히 이루어질 수 있는 시스템 혹은 생태계의 정착이 필요하다. 본고는 국내 및 해외 데이터 거래 현황에 대한 소개, 문제점 파악, 데이터 가격설정과 관련한 기존 연구들을 포괄적으로 소개하는 한편 이에 기반하여 우리나라 데이터 거래 활성화를 위한 정책과제를 제시한다. 우선 데이터의 소유권을 되도록 명확히 정의함으로써 데이터 거래의 활성화를 유도할 필요가 있다. 또한 데이터 자원의 배분 문제를 시장기구에만 맡길 수 있는지에 대해서도 검토가 필요하며 데이터 집중에 따른 경쟁 제한 해소 노력도 필요하다. 효율적인 데이터 거버넌스 체계를 구축하는 것은 바람직한 데이터 정책의 출발점이라고 할 수 있다. | - |
