| dc.description.abstract | 경비경찰 업무는 국가경찰사무의 중요한 축을 차지하며, 공공의 안녕과 질서유지를 위해 국가비상사태ㆍ긴급사태ㆍ불법행위ㆍ재난 등 상황에 대한 예방과 진압을 위한 경찰활동을 수행한다. 이러한 경비경찰의 대표적인 업무가 집회 및 시위에 대한 관리이다. 집회 및 시위는 헌법에 보장된 기본권이며, 공공의 안녕과 질서ㆍ타인의 기본권을 침해할 수 있는 성격을 띠는 바 법률로써 제한할 수 있다. 따라서 집회 및 시위에 대한 보장과 제한 등은 경찰의 중요한 임무이자 직무ㆍ사무이다. 하지만 의경폐지, 집회개최건수 증가, 경찰력의 감소, 경찰력이 동원된 집회건수는 줄지 않는 등 경찰의 집회시위 대응을 위한 환경은 개선되지 않고 있다. 이에 이 연구에서는 집회시위에 대한 경찰의 대응력 증가 및 효율적인 경력 운용이 가능하도록 집회시위 관련 빅데이터를 구축하고, 이를 바탕으로 집회시위 안전지수 개발의 필요성을 제안하는 것이 연구의 목적이다. 이를 위해 현재 빅데이터를 활용하여 안전지수와 이에 따른 최적 모형을 제안하는 시스템을 운영 중인 경찰청ㆍ소방청ㆍ해양경찰청 및 국외 사례를 분석하여 집회시위 안전지수 개발의 필요성을 제안하고자 하였다. | - |
