| dc.description.abstract | 본 연구의 목적은 국가적 차원의 자녀 양육지원 정책인 양육수당 및 아동 수당 정책을 살펴봄으로써 개선방안을 마련하는 것이다. 이를 위해 선행 연구 및 교육 정책 집행자인 보건복지부, 교육부, 국회입법조사처, 국회예산정책처 등에 나타난 양육수당 및 아동 수당 정책의 목적, 대상 연령, 정책 내용 및 형성과정을 분석하였다. 연구결과는 다음과 같다. 첫째, 양육수당은 소득에 따른 유아의 계층 간 교육격차 심화 및 양육수당의 오용 및 과용 사례의 문제점이 나타났다. 둘째, 저소득층이 교육 사각지대에 놓이지 않도록 양육수당과 교육(보육) 서비스를 혼용할 수 있는 보완 제도의 필요성이 제기되었다. 셋째, 아동 수당은 선진국과 비교하면 대상 연령 및 지원금이 미흡한 것으로 나타났다. 이에 정부의 적극적인 자녀 양육지원 정책으로 양육수당의 지급 연령을 만 2세로 축소, 만 3세 이상은 교육(보육) 서비스로의 전환, 저소득층을 위한 양육수당과 교육(보육) 서비스의 혼용을 위한 맞춤형 시스템 도입, 아동 수당의 대상 연령 확대 및 지원금 상향 조정할 것을 제안하였다. | - |
