Abstract
The purpose of this study is to build a stable and advanced system based on regional leagues of competitive sports and create continued, voluntary participation in the sports for all. For its research method, the current study looked into the nationwide distribution situation of soccer as a domestic sports for all targeting, first of all, soccer among competitive sports and explored the possibility of independent regional leagues by putting together and analyzing the regional league environment on the city·county·district level. In addition, it presented concrete ways that will cultivate independent regional leagues by putting together and analyzing problems that may rise in running current soccer leagues as a sports for all. For its related data and literature analysis, all sorts of literature, researches and etc. on soccer leagues were collected and analyzed to draw out the basic concept and directionality of regional leagues and problems with the limited management of the current civil leagues were found and used to present effective management methods by drawing out conditions that will lead to successful management of regional leagues. The regional distribution situation of soccer as a sports for all is a vital datum enabling us to explore the possibility of building up regional leagues. Those who helped the current researcher were directed to make tables showing the current situation of how many regional clubs, umpires, playgrounds and etc. are distributed in the nation in cooperation with the National Association of Soccer As A Sports For All and the tables were used to analyze regional soccer environment for running leagues. To analyze overseas cases, Japan and Germany’s soccer league management systems were analyzed through literature. Results of analyzing the environment of soccer as a sports for all on the regional basis shows the possibility that cites·provinces can form regional leagues in various forms on the city·county·district level. In this light, it’s judged that independent regional leagues that can play games around the year are possible in cities·counties·districts and it’s necessary that independent leagues should be revamped from the nationwide unit to city·county·district unit and that an elevation system should be introduced by level·age group. The following are what’s necessary to effectively build up and run independent regional leagues on the city·county·district level; first, support should be given to build more playgrounds, second, organizations in full charge of regional leagues should be formed and manpower in full charge dispatched, third, the self-support of the leagues should be strengthened, fourth, cooperation network should be built to run regional leagues. The current study targeted soccer as a sports for all but its research results can be expectantly used as good data referable to in building and running regional leagues of various sports.
